Most spam form fills are bots harvesting public forms, not a Google Ads problem — but if they are counted as conversions they corrupt your bidding, which turns a nuisance into a real cost.

Why do spam form fills matter beyond the annoyance?
If a spam submission fires your conversion action, Smart Bidding learns that whatever produced it was valuable and goes looking for more.
That is the actual damage. The junk in your inbox is irritating; the junk in your bid signal is expensive.
How do I stop spam form fills from Google Ads?
1. Stop counting them. Add a validation step so only qualified submissions fire the conversion — server-side validation, or a downstream event like "lead marked qualified in CRM." This is the one that protects bidding.
2. Harden the form. A modern bot-detection service, a honeypot field, and rate limiting. Most spam is automated and stops at this layer.
3. Require a real phone number and validate the format. Most bot traffic fails here.
4. Then, and only then, look at traffic sources. Placement exclusions, network settings, geographic targeting.
Do placement exclusions stop junk traffic?
Set expectations honestly: a blacklist is a cleanup, not a control.
Measured on a telehealth account, 516 account-level exclusions enforced 100% — the excluded domains went to zero spend and zero impressions. And the inventory rotated wholesale inside 24 hours: 99 fresh roots served, 97 of which had not appeared three days earlier. Spend went up from $53–63 a day to $124, cost per click from $0.52 to $1.61, conversions still zero.
The tell that it is rotation: 52 of those 99 roots took exactly one click.
And most of the waste is already unrepeatable — 599 of 678 excluded hostnames had one click or fewer. You are blocking domains that already took your money once.
Exclude registrable roots, not hostnames. These networks rotate subdomains faster than any list can enumerate: 685 hostnames collapsed to 529 roots, with one root serving 39 distinct hostnames. Hold shared-hosting roots out of the rollup or you blanket-block legitimate inventory.
Know the blast radius: account-level exclusions apply across Search, Shopping, Display, Video, Demand Gen and Performance Max. There is no campaign-level placement exclusion for Demand Gen.
What is the root cause of junk Display placements?
The bidder is the placement selector. With no usable conversion signal it finds fresh made-for-advertising inventory at the same rate you exclude the old.
Fix the signal and the audience layer, or you will re-run the cleanup every month.
Is my campaign bidding on a goal that never fires?
On that same account, the only biddable conversion goal was a purchase action, while the event that actually fired — a registration, 2,165 times in 30 days account-wide — was invisible to the campaign.
Bidding on a goal that has never fired produces exactly this outcome.

My Google Ads location targeting is set to my service area, but I keep getting leads from outside it. Why, and how do I stop it?
Check your location targeting setting first — the default includes people merely showing interest in your area, not only people in it. That single setting causes most of these, and it is one click. Read the full answer.
Should I switch my Google Ads conversion action from form fills to booked jobs?
Yes, and it is usually the single highest-value change available to a home-services account. Smart Bidding optimises toward whatever you feed it, so a form-fill goal buys you people who fill in forms. Read the full answer.
If I don't mark my LSA leads as booked or archived, will Google stop sending me leads?
Lead marking is a signal Google uses, and neglecting it degrades what you are sent over time. It is not an immediate switch, but it is the cheapest thing in your account and most contractors do not do it. Read the full answer.
