My Google Ads campaign isn't spending its daily budget — why, and what do I check first?

Check budget utilisation against impression share lost to rank before anything else. An underspending campaign is either strangled by its target, rank-locked by its bid ceiling, or genuinely out of demand — and the three have opposite fixes.

How do I tell if my target is strangling the campaign?

On offline-conversion accounts, the most common cause is a target that is secretly higher than the number you set. Google matches only the bookings it can tie to a click, in a measured 0.56 to 0.83 band, so:

required real return = target ÷ match rate

A 5× target at 0.6 match demands about 8× real. An account doing 5× real will choke with the budget untouched.

Sweeping a 20-account home-services book, June 2026: only 3 campaigns were genuinely strangled. Everything else that looked over-tight had utilisation around 90–110% and was coping fine. Do not loosen a coping campaign — that is how you overspend below your floor.

Can a bid ceiling stop my campaign serving?

A cost-per-click ceiling set too low does not save money, it stops the campaign serving. On a software affiliate account, $1.00 caps rank-locked three arms at 90% impression share lost to rank with zero output. The same account, uncapped, overpaid at $8–12 per click. The viable band was about $6–8.

The ceiling belongs in the working window, never at the economic kill trigger. Setting it at the kill trigger lands in the dead zone between "cannot win the auction" and "cannot afford the click."

What artifacts fake an underspending campaign?

Month-end throttle. Near the monthly ceiling of daily budget × 30.4, delivery gets cut for the last days of the month. That is not a problem to fix, it is a budget to raise.

Shared budgets. Utilisation read at campaign level on a shared budget is meaningless. Read it at the budget-group level.

Should I un-strangle a campaign in steps or one move?

Un-strangling is one decisive move, not a 15% staircase. Stepping down keeps a dead campaign dead for months because each small step is swamped by the pool it is measured against. Reserve 15% steps for fine-tuning something that already works.

And on a campaign that strangled within about 24 hours of first adding a target — remove the target entirely, let it find its footing, and re-add it lower once utilisation recovers. Halving the target was tried on a software affiliate account, June 2026, and rejected. Uncapping was the lever.

My Shopping campaign is hitting 5x ROAS but won't spend its full daily budget. Why not?

The target is above what the account can deliver at volume, or the campaign is rank-locked. Check budget utilisation against impression share lost to rank before touching anything — an underspending campaign that looks efficient is usually being strangled by its own target. Read the full answer.

How do I stop Performance Max from spending my budget on YouTube?

You cannot switch YouTube off inside a Performance Max campaign. What you can do is see exactly how much it is costing you, fix the signal that is sending it there, and decide whether to split the campaign. Read the full answer.

My Google Ads campaign says "limited by budget" but it's already beating its target — should I raise the budget?

Yes, and it is the clearest scaling signal in the platform — but raise it in roughly 15% steps gated on cost per acquisition, not in a jump. Read the full answer.
