At $1,000 a month, start with Local Services Ads. It is pay-per-lead rather than pay-per-click, the setup burden is lower, and a Search campaign at that budget usually cannot produce enough conversions for Smart Bidding to steer.

Why start with Local Services Ads on a small budget?
You pay per lead, not per click. At small budgets that matters enormously — a Search campaign spending $1,000 on clicks might produce a handful of calls, and you carry all the conversion risk.
The volume problem. Smart Bidding needs roughly 15 conversions a month to steer. At typical trades cost per lead, $1,000 on Search may not clear that. Below it, the bidder predicts near-zero, bids near-zero, never serves, and never earns history. That loop does not open by waiting.
The setup burden is lower. No keywords, no negatives, no landing page, no conversion tracking build before you can start.
What do I give up by choosing LSA over Search?
No search-term visibility. You cannot see or shape what queries produce your leads.
No control over lead quality beyond service and area settings.
Ranking is largely proximity-driven, which you cannot change.
When should I add a Search campaign alongside LSA?
Once LSA is producing consistent booked jobs and you have budget beyond it. Search is where you control the query, and it is the only channel that can reach the specific, high-value job types LSA lumps together.
Run it deliberately when you get there: Maximize Clicks with a ceiling first, to manufacture the conversion history a value strategy needs, then graduate once you clear a volume gate you wrote down in advance.
Cap it. Uncapped Maximize Clicks bids whatever it takes to spend the budget. Measured on a software affiliate account over 12 days from launch: $2.17 → $15.91 per click on one arm. And put the ceiling in the working band, not at your economic kill trigger — on that same account, $1.00 caps rank-locked three arms at 90% impression share lost to rank with zero output.
What matters more than which channel I pick?
Get booked jobs measured before you scale either. Optimising toward form fills or raw calls buys you people who fill in forms and never book.
At $1,000 a month you cannot afford to learn that lesson slowly.

My new Local Services Ads account has had almost no leads in its first month — is something broken or is that normal?
A quiet first month is normal, but there are four specific things that produce near-zero rather than merely slow, and all four are worth ruling out before you accept it. Read the full answer.
Why am I first on one Local Services Ads search and nowhere on the next?
LSA ranking is recomputed per search and is heavily driven by proximity to the searcher, your responsiveness, review profile, and whether your budget can still serve. Two searches minutes apart from different postcodes are genuinely different auctions. Read the full answer.
Do more Google reviews actually get you more Local Services Ads leads, or is that a myth?
Not a myth — review score and review count are both stated ranking inputs. But they are slower and weaker levers than proximity and responsiveness, and the marginal review matters far less at 200 reviews than at 5. Read the full answer.
