Probably not yet — check whether the excluded traffic actually went somewhere, or whether you strangled the campaign and its queries fell into a worse catcher. That is a structural failure that looks identical to "the exclusion was wrong."

Can excluding brand strangle a Performance Max campaign?
When you remove a large slice of a campaign's eligible traffic, two things can happen. It can re-optimise around what is left. Or it can be strangled, and its remaining queries can fall through to whatever else in the account is eligible for them.
The second one is common and it produces exactly the symptom you are describing.
What does a strangled catcher campaign look like in real numbers?
A beauty brand ran a textbook differentiated Shopping ladder — generic campaigns at high priority, brand at low priority. Correct structure on paper.
Then a 999-negative dump strangled the high-priority catcher. Its query pool fell through the ladder into the low-priority brand campaigns, which held the same full catalogue.
Result: brand Shopping went from $603 to $2,801 a day in four days, and efficiency went from 15× to 1.1×.
Nothing was wrong with the priority ladder. The ladder routes only while the top rung serves. Strangle, cap or over-negate the catcher and the ladder becomes the leak.
What should I check before reverting a brand exclusion?
- Did total account cost stay flat while the mix shifted? That is displacement, not loss.
- Is another campaign suddenly picking up brand queries? Pull search terms across all campaigns, not just the one you changed.
- Did the excluded campaign's impression share lost to budget spike? That is a strangle.
- Was the read window settled? Never read days younger than 4.
- Did you change anything else in the same window? If yes, you have no read at all.
Should I argue with operations using platform data?
A priority differential is never sufficient isolation, and neither is an exclusion on its own. Negatives on the receiving campaign are the only real wall.
That runs in both directions. On that same beauty account, detaching brand negatives from the high-priority rung let it hoover brand queries and report them as cold acquisition — the opposite error, same missing wall.
How should I revert a brand exclusion?
Revert one thing, and read it on its own. Reverting the exclusion at the same time as fixing the negatives leaves you knowing nothing.

I added brand exclusions to Performance Max but my brand terms are still showing up — why?
Brand exclusions filter what the campaign can target, not what it can be credited for, and they work on the brand list you gave Google — near-variants, misspellings and brand-plus-modifier queries routinely fall outside it. Read the full answer.
Is Performance Max cannibalising my brand searches, and how would I actually prove it either way?
Run a holdout, not a correlation. The only honest proof is turning brand off inside Performance Max — or pausing the campaign in a matched geography — and watching what happens to total brand conversions, not to the campaign's own numbers. Read the full answer.
How do I find out how much of my Performance Max spend is going to my own brand searches?
Performance Max does not report brand spend as a line item, so you build it from the search terms it does expose plus the network split — and accept that the figure is a floor, not a total. Read the full answer.
